My account just got hit with a bunch of limitations. I still have some money inside. Do I have any hope of getting it back? 

And is there a way of getting PayPal to send my money to another account?

It is not likely PayPal will send the money to another account for you. You'll have to resolve the account limitations and bring your account to normal standing to access the money. You can certainly ask the senders to dispute to get their money back.
