Cases in resolution center

I bought a key for game from https://www.cjs-cdkeys.com/. They did'nt send me the key cause wanted to confirm my phone number. I refused and opened case to get my money back from paypal. Eventually they sended me key, but it was wrong game. I got a key for demo game which is free on steam store, not a full game. Opened a ticket in shop system but getting only automatic answers and no help at all. Tried to escalate case in paypal system but gettin error message - something went wrong. What should I do next?
