Case denied and closed incorrectly

I recently purchased a drum from a shop in China. The product arrived damaged and NOT the one I ordered. I filed a complain and said I will get the full refund if I returned the product. I did and uploaded the tracking details right away and got a confirmation from PayPal on Dec 28. Today I received an email from Paypal saying my case is denied because there is no tracking information! This is very frustrating. I contacted PayPal and still waiting to hear back from them. I wonder if anyone has similar experience and how did it end?
