Case closed in resolution center

Recently I've lost about 80 euro's because someone got access to my account in some way, and I've tried to report this case to paypal. But all I get in return is a message which states that there was no unauthorized activity, so they've closed my case. So what's the next step for me to take, because I can't seem to get access to the paypal phone line and the resolution center doesn't work for those transactions since the case was closed? What next?
