Case closed - escalation?

My case was closed after a bogus seller posted an erroneous tracking number but never shipped the item. The case stated I failed to escalate after the seller response. Can someone tell me what that means?

Did you get any answer from Paypal for this issue? I'm still wanting my refund and am waiting on the phone for help. Please anyone with an answer to this please feel free to respond.
