I had a dispute closed in my favor but then the seller appealed to which the appeal was denied, the case was then resolved and closed. About two days later PayPal reopened the case stating “under review” and placed a phone call restriction on my account. I don’t understand what’s going on. The merchandise was delivered back and I should be allowed the refund
