Case Resolution

I opened a case on 25/01/2020 for an order which I made on 21/12/20 which I did not receive. It was mentioned on the website that shipping would take 7-14 days. The tracking number has not been updated since 02/01/20. I have requested for a refund and escalated the case on 28/01/2020. Since then paypal has been extending the case resolution date several time and I am still waiting for a refund from the seller who is not responding. I don't understand how to solve this issue.

I expect its another item being sent from China?

If so for international transactions paypal give the seller more time.

Also paypal are inundated at the moment from the post on here dealing with thousands of scam china website disputes selling tat.

Actually the order is from Hawai, Honolulu.
