Cant send money or transfer to bank

I keep getting this message about my payments can't be sent right now. Also I can't transfer money to my bank account or debit card. I keep getting the same message. I can receive money but i can't send anyway. I can't change my business name because I don't know how my name ended up being "1992" that is so wrong. I was so seeing if I closed my account and made a new one would it work. I have been having this problem for the last 3 days. I was able to send money earlier this week. All my information is verified, I have 2 debit cards linked to my account with the same and correct address etc. I have my bank account verified as well.
