Cannot withdraw my money since 2014

My account is permanently limited and I have money in my account and PayPal doesn’t let me to withdraw. I have USA PayPal account and I’m not living in the USA now. But PayPal requesting USA phone number to verify my account. Currently I’m living in Srilanka and I have no access to USA phone number now. I just need to withdraw my money. Can some one help ?

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. Unfortunately the option to receive and withdraw paypal payments is not available in Sri Lanka.
