Cannot submit dispute

Everytime I click Submit on a filled out dispute, attachments or none, I get Let's try this again with link returning me back to Resolution Center.

My buyers protection is running out soon, I have already reported this error like a month ago.

What can I do? It happens in Chrome and in Firefox (both latest and with cleared cache).

Same issue here.  Also, the disputes section should contain a listing for a complaint that a purchased good was never delivered.  I have an item lost in transit (tracking stops mysteriously mid-trip) and there is no menu option to report that a refund is requested because a shipped item never arrived (i.e. the order was never canceled but a refund was requested because the item was never delivered).
