Cannot "Respond to customer complaints"

Hello,
I just received a limit on my account, I have submitted all information the last thing required is to "Respond to customer complaints" although I have refunded all open chargebacks, all that remains is 74 open cases that need to be reviewed by PayPal, I have done everything I can on my end and it still states that I need to "Respond to customer complaints".
I do not know how to unlimit my account if this glitch keeps occurring.
Someone, please help.

Hello Dear!
My friend has the exactly same issue, did you found any solution to that problem ?, he replied and closed all cases and the "respond to customer complaints" on resolution center is still unmarked!

Same issue!!! Is there a fix for this? Paypal told me i can not have any open cases, How will this work if you running high traffic stores ....

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
