Cannot escalate without seller's response?

Could someone please tell me that if a dispute can be escalated with no seller response?

Thank you for your post and welcome to the Community forum!
In general, you do not have to wait for the seller to respond to a dispute in order to escalate the case to a PayPal claim. If the issue is for an 'Item Not Received', you can escalate the dispute to a claim once 7 days from the date of the purchase have passed. If the issue is for an 'Item Not As Described', you can escalate the dispute to a claim immediately.
