Cannot escalate dispute into claim?

Hey - hope you're all keeping well.
I submitted a dispute recently and it's now clear that the seller is not prepared to refund me - so I need to escalate into a claim.
I tried to do this online following the instructions, but the 'escalate' option is now there - any advice?

Which dispute type did you open?
Has it been 7 days post payment?

The dispute is in relation to non-delivery of a service, the payment was take 1month+ ago.

Hey @kernowlass - it was opened yesterday and since then, the seller has 100% refused a refund, so looking to escalate it as a result.

The escalate option may not appear until 7 days after you paid.
In some cases, we will ask you to wait at least 7 days from your transaction date before you can escalate an INR Dispute to a Claim.
Advice is voluntary.

In that case does it say its 'under review' already?
Because the seller can escalate a dispute to a claim the same as the buyer can.

"Under review" status means it is already escalated into a claim. Give at least 10 calendar days for the case to be adjudicated. Stay safe!
