Cannot close account.

Whenever I try to close my account I get the following error.
"Before you close your account…
We're sorry, there seems to be a problem. If you keep seeing this, please contact Customer Service ."
I have no pending payment or transactions of any kind. No payments' auto payments and zero limitations an or cases of any kind open.
I no longer wish to use PayPal and I want my account closed and data deleted.
Why am I getting this error.
The PayPal FAQ says the following.
You may not close your PayPal account if:
- There are outstanding payments
- There are outstanding disputes, claims or chargebacks
- There is a limitation on your account
- Your account balance is below zero.
But I can confirm non of the above is on my account, so why the error.

You need to contact customer services to resolve any account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
