Cannot add bank due to restriction

Hey

 

My account got restricted by PayPal in march. And after a couple of months, I got a message from PayPal that I can transfer my funds. Unfortunately, i added the wrong bank and transferred $10+ to the bank. I got to know about the issue and I go there to remove it from my account and add the correct one. But I wasn't able to do that. Can anyone let me know what's happening here?. How can I add my bank and transfer the funds?. Here is the error message, "We're sorry. We're not able to process your request right now. Please try again later.".
