Cannot access account at all because customer service reps won't listen

I changed my phone number 2 months ago and had 2FA on my account, so I couldn't log in anymore. I tried to contact support but they kept just directing me to change my password instead of disabling 2FA, they won't listen to what I am telling them and won't help me. I tried to make this new account because of the lack of reading comprehension among the Paypal staff but because my card is linked to my old account it won't let me use it here. So now I'm stuck with no access to my account, permanently as far as I can see unless an actual staff member does their %$#%ing job.
