I cannot send money out to another paypal account. it gives me the error "There’s a problem with your account. Please go to the resolution center so we can help you resolve this quickly"

Your best bet is to go to the resolution centre then?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
