Cancelled holiday villa Covid19

Hi, my holiday was cancelled 3 days before I was due to fly due to Covid19.  Can I claim the money back I paid out for the villa? My insurance won’t pay out, and the villa owner won’t pay a refund as we were so close to going.

I think anyone who had a booking during Covid should have a full refund.
