Cancel a pending $99.00 transaction

I have a pending transaction in my account for $99.00 that is unauthorized and I want to cancel it.  The seller seams very suspicious.  The linked website is very suspicious.  It's not letting me file in the Resolution center and the phone number continues to hang up on me when I cal[Removed. Phone #s not permitted]  I'd like to cancel 1F023229541314231 prior to it pulling from my bank.  Please help.

It's paypal that holds your funds. Another way for this scammers to make money. It's going to drop in 30 days and you cant do anything about it
