Can't verify my indentity

I sent an email to Paypal three days ago but they didn't reply. My Paypal account says there is a problem but I can't confirm my indentity as I don't have an ID, driving licence or a passport. So I uploaded a picture of my birth certificate but it hasn't fixed it. Can you please help as I want my account back to normal as I haven't had a problem in the ten years I've been a customer.
