Can't use my account, can't transfer it, can't close it, support wants me to call overseas number

Literally this. I moved to another EU country.

Paypal cannot change my billing address. For an unknown reason. I was told to close the account and open a new one. 

Paypal cannot close the account. For an unknown reason. I was told to contact the support. 

The support cannot help me. For an unknown reason. I was told to call an overseas number that is absolutely not toll-free. 

I opened my account without a phone call, I want to close it without a phone call.

Paypal is really embarrassing itself.

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / and bank accounts from within that country.

You are supposed to withdraw any funds / resolve issues / remove cards and bank accounts before you leave your old country. If you don't then you may have problems doing so once you have moved.

You could have done it without a phone call IF you had done it before you had moved.
