Can't send invoices because account is limited

I've set up a business account and have been running it for years without a problem. I tried the Invoicing section when Wave disappeared, but when I send I get the message that my account is limited. Checking all over my account I can't find any limitation, and checking with the bots on messaging it come back with no limitations.
I've set up bank accounts properly,a nd all the cards are OK. Has anyone had the same experience and if so, any ideas of how to resolve?
