Can't resolve a problem

a battery operated chainsaw was advertised and picture was shown but I received a 12 inch piece of chainsaw blade with 2 handles on it. I contacted seller 5 times and all they try to tell me is I ordered the manual chainsaw and now are showing me a different picture showing the item I received. I contacted Paypal resolution and it has turned out like this....they tell me I must return the chainsaw blade that I never ordered at my expense ($45) because it has to go back to China, then the seller will refund my money ($36). I feel that the seller is running a scam, bait and switch, hoping I'll give up and they'll get to keep my money. My problem is that inside the resolution center I only have the option of contacting the seller which will do no good and my time will run out and my claim will be closed by Paypal. How can I contact Paypal and make them aware of this scam. I received something that I did not order and just want all of my money back and if the seller wants there product back then send me a call tag. How do I contact PAYPAL about this....thanks for any help!

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country because....

Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
