Can't refund

My account was permanently closed with money in my PayPal credit balance. I have a customer I need to refund but u dint have the option. Please help!

Sorry to hear of the trouble issuing a refund. 

A permanent limitation usually blocks the ability to issue a refund. The sender of the payment can always file a dispute against the transaction to request a refund.
