Can't provide photo ID

So PayPal limited my account, I was able to spend money from my bank account the other day, but now they limited it, I presented my Estatement but they wanted photo ID for proof but I can't show registered photo ID because I don't own a drivers license, military license, passport, or a national id. I only own a health card as I am in Canada. I don't know how I can come around this at all? Just to be clear, I know PayPal does this for theft protection and everything but I am using my own account with my own ID. Is there a way around this? Or does this mean I have to wait until I force myself to get ID?

Proof of identity
The following is a list of acceptable documents you may provide:
- Government issued ID, such as a driver's license or passport
- Employment authorization card
- Permanent resident card

So will my Canadian health card work? Because it is the only photo ID I have, I just don't want my PayPal account sitting unused.
