Can't open case in resolution center

So I have a problem as I cannot seem to open a dispute in the resolution center

what ever I do or try, with or without pictures the website always stays with the wheel charging and after a while it just crashes blank screen '' this page is not working ''

of course I have already tried various browsers and same thing..

I have the same problem,tried different browsers and laptops.It allows me to select the company,upload the pictures and write the description then when i press send its just a spinning wheel for about 30 seconds the a triangle in the middle of the screen appears saying something went wrong.
