Can't open a dispute

I paid for goods. Haven't received and wanted open a dispute. But it's impossible. When I chose transaction and after that pressed CONTINUE , I only see a spinning circle, but the page DOESN't open. Waited more than 20 minutes. I tried to write to paypal but no answer. What am I to do?

Try another browser or device as that sometimes works.
Failing that...................
Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.

have you considered contacting Customer Service via Facebook or Twitter?

I tried to call many times, no success. It was so easy before and I can't understand what now. I will try to contact paypal through facebook and will inform you .
