Can't log request for refund

I received the wrong order from a seller, who said they would resend it but never did and is now ignoring my mails. I have tried in two different browsers to log this in the PayPal Resolution Center and it keeps telling me that I have not filled in certain parts of the form even though I definitely have. Is there a bug on the site at the moment or any other way of contacting PayPal apart from telephone?
