Can't log in to limited account

Written on behalf of my parents:
Their account has been limited after an unauthorised payment. When they try to log in they are unable to because the account is limited. There are no options to verify their identity or recover their account, instead they are given a link to a help page that tells them to go to the resolution centre. To access the resolution centre you have to log in.
So to get help to log in they need to log in!?
They need to log in to flag the transaction as fraudulent since £170 has been stolen from them.
Please help.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...
1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
