Can't get resolved

I am trying to make a claim in the resolution center but when I select the purchase in question it tells me I can't file a claim on that purchase. What gives? I do I contact PayPal when they won't let me? I can't find anyway to get to them without going through the resolution center.

How did you pay ie which paypal option did you use or did the seller send you an invoice?
