Can't escalate my case to Paypal

Hi!
I can't escalate my case to paypal because there is nowhere I can click to do that. Also, it says that my case will be auto-closed today although I opened it on 29th January and I should have time for this until 18th February.
Can someone please help?
Also, I can't get through their phone number because it tells me that I've chosen a number that is out of use.
