Can’t dispute outcome of claim

I supplied all information asked for in relation to wrong item sent, sender very suspect as would send me personal emails saying would put money towards return but no offer of sending right item, then send an email through PayPal saying had offered right item. And no offer of postage for return. Then told me to drop dispute or I’d get no money back. I had item tracked to return. And got notified it had been received. Provide all this information and got result in dispute as not valid information from me so no money back! How do I dispute out come? I waisted over US$28 plus postage back. Really annoyed as item took forever and so did claim.
