Can't close my PayPal account and no limitations are shown

The thing is that my PayPal account got recently limited.

I'm 18 now, and when I sent my ID, they limited my account because despite being 18, I created the account when I was underage.

 

They sent me an e-mail, telling me that I could create another PayPal account with a different e-mail, and I did so. The problem is that I need to delete the previous account so I can link the new one to my bank. But I can't!

I have emptied my funds, deleted all card info and, despite being ''limited'' there are no open disputes or limitations shown in Help Center.

 

What are my options?

You would need to contact customer services to remove the bank as normally to remove a bank account that is the primary one you have to add another one first.

 

Paypal phones are mostly non operational since covid but sometimes you get lucky. (use the guest option if you can't log in).
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.

have you considered contacting Customer Service via Facebook or Twitter?
