Can’t cancel payment

So basically I sent someone money for a custom item service, they informed me that they can’t access their PayPal and email currently and so the money is unclaimed and is still in my pending. It says “sent” but the other person hasn’t recieved it. There’s no cancel payment button how would I go about getting my money back? And quick if possible? It was a lot of money and it’s almost Christmas 😅😅

It can't be pending AND sent so which is it?
