Can't access resolution centre, account is limited.

My account is limited and I submitted everything PayPal need for verification purpose.
After that they rejected my verification, and gave me another new list of transaction ID.
I submitted the tracking info they needed as well, they got back to me, told me the items have not arrived to the recipient and that I should get back to them when the items are "delivered".
When I get in touch with the customer support again, they asked me to submit the tracking info as soon as possible.
One of my customer filed a dispute due to the delay of shipment caused by COVID-19, and now I can't even access to my resolution centre.
Can't resolve the case, can't submit my documents for verification purpose.

These are difficult times, that really make us hard to survive now.
I understand holding amount for "buyers and sellers protection", I don't mind they hold up more than 21 days until they buyers get their items.
But limiting our account and available funds after we delivered the items, that's really not fair.
