Can't Cashout after verifying ID and SSN

Why can't I cashout funds after verifying my account? My account basically got shadow banned right after I received funds from Coinbase. Then I verified my account with the two documents and now I can't do anything with my account. I can't spend, send or cashout.

Did you receive an email confirming that the limitation has been removed? This will happen after we verify the documents that have been provided. If you haven't, you will need to wait for this to be completed. It could be that our security system is denying a transfer. If you have finished verifying yourself, reach out to our customer service team via the phone so they can look into this with you. Use the 'Contact' option at the bottom of the PayPal webpage to get started.
