Can old debit card on past limited account flag a new paypal account?

I recently got permanently limited from my old PayPal Account for absolutely no reason (they told me there's a suspicious activity that also involves my account so they limit me forever, apparently, NO CONCRETE REASONS). The ONLY solution I got is just to make a new account. I did make a new account with a disclaimer (from the support team) that my old bank accounts and cards that linked to my old account can't be used anymore in new account. Apparently, I had a debit card that was registered in the old account, that I can register into the new account. Will this debit card be another probable excuse for PayPal to flag me again?

If paypal said you can open another account then that should be ok, only normally if you are permanently banned its you that are subject to the ban and not just your account.
