Can not generate a payment request

I can not request payments. Infact i can not generate a request. Help needed. When i do so, it says ""there might be a problem with your account" What can i do?

I'm sorry to hear that you are unable to generate a payment request. Please make sure that your account is not currently limited by visiting the Resolution Center. If there are any steps to complete there, they will have to be completed before payments can be received.

If the problem is persisting and there are no instructions in the Resolution Center, please contact PayPal customer service for further troubleshooting.
