Can no longer use paypal and my balance is in the minus? HELP

I got an email saying my account has been permanently limited, i have no idea why as i only use my paypal to sell items on depop and i use it to make purchases from online stores. I need to ring and figure out why. But also my account is -£17 which i cannot understand as i have my bank linked up and have never been in the minus, i also had some refunds come back too so i had money in there. And i cant add money to solve this as my account is limited. Just looking for some advice before i call. Can this issue be resolved or will i never be able to use paypal again?

permanent limitation is permanent.

do you have any past dealing with Paypal?

like another account or affiliated with another account?

that negative balance could come from past debt?

No i've had the same account for years. Mainly used for buying / selling online. I just cant understand what i have done wrong.
