Can i transfer funds to someone else paypal after 180 days hold period

Hi

My paypal account was limited 6 months ago and now i received email that i can withdraw funds but the bank account that was on thr file is not working anymore and due to covid i cannot go to US to open a new bank account, can anyone tell me how can i get the funds from it or if i can transfer to my friend account or can add my friend bank account?

I tried to contact Customer support and still doing from last month but they reply like a template and no one even read wheat i am sending they just send template message from last one month and Calling option is no more working due to Covid, Stuck here 😞

Message PayPal customer service and ask them if they can. I have read a few times before that it can be done but its rare. It depends on the CS agent you speak to I guess.
