Can i send funds to my friend account after 180 days limitation ?

i can't send or withdraw money after 180 days of limit , it show me an error!

i received this email :

Thank you for your post and welcome to the community! 

In general, once you receive an email confirming that your funds have been released after 180 days, you should have the option to withdraw your balance to a credit, debit or prepaid card or to your US bank account. Usually, we would not give the option to transfer the funds to another account unless you have been advised to do so via email.
