Can i get round a limitation

I need to send money to someone to refund them they paid via bank but money is stuck in my paypal. Shes requested funds via paypal is thete any way i can get around the limitation to send the money? It is very urgent as police are now involved

Are you sure you are not being scammed?

Only its highly unlikely that the police would take any notice of a paypal sale as thats a civil not criminal matter.
