Can I use Paypal to put a "reserve payment" on a customer's credit card?

I have been loaning out my motorcycles to friends and friends using the barter system. For example someone might take the wife and I out for dinner in exchange for borrowing my motorcycle for a couple of days.
The problem is: What if they total the bike? What I would like to do is have them put up a size-able deposit by way of a "reserved payment" on their credit card. Similar to what some hotels do on check in. They will block a certain amount of credit on your card as a security deposit. If everything is fine then they release the block on the account.
Is there a way to do this with PayPal - Philippines account?
