Can I open a not as described case after closing a not arrived case

I opened a case for not arrived, but the seller just after attached the tracking number, now I want to close it, but I don’t know if the item is as described, will I be able to open a not as described case if I closed a not arrived case?

NO, keep it open as long as you can, if its coming from China it may well be tat and you can change the dispute from non receipt to not as described.
