Can I open a claim on a closed case 3 days ago?

I made a purchase from a seller that never arrived. Then I opened a case to get my refund. I am new to PayPal, so he tricked me to close the case (On June 16)so he can refund. But then he says he can’t refund because he don’t have enough funds. Although the money I sent to him still says pending for him. So I am wondering can I open a claim on the closed case? If not what can I do so PayPal can help me.

Pity you didn't come here first for advice before closing the dispute.


If you had to close a case to get a refund then it would be pointless opening one.
NEVER close a dispute / claim until you have a refund.
If the seller issued a refund then that would close the dispute automatically.
If he doesn't escalate to a claim.
Do not close it or he can ignore you and you can't open a second dispute OR re-open a closed one.

Well you can't now you have closed it can you as you can't re-open it or open a second dispute as I said above.
