Can I get a refund on a cancelled order?

I ordered something with a company on the 20th, the order was cancelled within the same hour of being made. I have been in contact with the company multiple times through email, and although they keep saying they will issue a refund by a given date, the refund itself never materialises. Is this something I am able to raise through paypal?
