Can I escalate a simple request for refund to a scam?

I purchased an item. It arrived but not as described. I requested the return address and confirmation of refund. The seller did not respond so I opened a dispute on Paypal. The seller has now contacted me several times offering first a US$2 refund, then a 10% refund, then a 15% refund and now a 20% refund.... but each time they refuse to give me the return address and offer these refunds so that I close the dispute. This is now obviously a scam and quite different to my original dispute. Is there any way to add information to a claim?
