Purchased a blind for £64.38 on 30-10-20.
The seller gave me a partial refund as the original item I purchased was not available and I chose another item which was a lower price.
When the item arrived, it was faulty. I have contacted the seller and they will not ring me back or email back - can I now open a dispute for the payment, even though I have received a partial refund already?

If you haven't opened a dispute before then yes but that does not guarantee you will get a refund.
However if you funded your paypal payment via a credit card you could try a chargeback.
OR small claims court?
