I sent Morgan Dollars out priority mail and they made it to the post office that would deliver them, just so happens it was in one of the riot zones and missing from that Post Office, Should I have to pay is they lost them?

Yes, you will be responsible for refunding the buyer due to loss/non-delivery. If you have insurance, file a claim with the USPS to recoup. Priority Mail should come with up to $50 worth of insurance.
