my pay pal cash card is stolen and I cannot find on the site how to find PAY PAL CASH CARD and then MANAGE MY ACCOUNT. WHERE IS IT?

When accessing the PayPal site from a desktop browser you'll see Cashcard on the left under PayPal balance.
Here is a PayPal link with the contact number for Cashcard support.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
